Of the thirteen largest cities in the Nordics, Oslo proved the overall winner providing an excellent consistent quality score of 91.7%. In context, this means that more than nine times out of ten, users in Oslo had a connection which met Tutela’s excellent consistent quality threshold, representative of a network connection that can support 1080p video streaming or group HD video calls. Odense (Denmark), meanwhile, had the highest average download speed at 24.5 Mbps -- but came fifth overall for excellent consistent quality.

This result comes despite Finland having the highest level of mobile data usage in Europe, according to Finland-based telecoms management consultancy, Rewheel, while Sweden and Denmark also placed in the top six. All else being equal, higher data usage leads to more strain on a mobile network’s capacity, so maintaining a consistently excellent network in the face of high utilization is particularly impressive.

Overall, ICE and TDC jointly topped the leader-board in Tutela’s consistent quality testing, achieving the highest excellent consistent quality score in three cities apiece. However, echoing the Nordic region’s reputation for providing world-leading telecommunications services, it proved to be an exceptionally closely-fought contest in almost every city.

DNA, Telia and TDC all ranked highest in two cities each, while Telenor won out in Bergen. Telenor’s network strength can also be seen in its second place-finish in six additional cities, just a few percentage points behind the leader each time.

Elisa, while not present in the ranking table for consistent quality, proved to be the fastest network in Helsinki, where the difference between all three networks in consistent quality came down to differences of less than one percent.

Tele2 meanwhile placed third in the three Swedish cities tested (Stockholm, Malmo and Gothenburg), for both excellent consistent quality and download speeds. However, Tele2 (and Telenor, who share spectrum) have considerable room for growth within their existing spectrum bands.
